Foundation
Planned foundation phase (in progress): institutional design, examination methodology, and public documentation — including this site and downloadable primary sources. Electoral registration, examination pilots, and SMI baselines follow once the research infrastructure is ready; timelines are targets, not claims of completion.
First Elections
NNP contests local and state elections. The focus is not on winning, but on demonstrating operational transparency. Every rupee is tracked. Every commitment is published. The infrastructure is stress-tested in practice.
Proof of Concept
Ten years of operation. SMI data shows whether governance under NNP produces measurably better mobility outcomes. If the model works, other parties may affiliate under the certification system. If it fails, the data will tell us why.
Scale or Pivot
With 20+ years of data, the question becomes: does the mechanism produce the outcomes? If yes, the certification model expands. If not, we publish the failure and what we learned. Either way, we advance knowledge about what works in governance reform.
